It really depends on how powerful the Flame is and how close it is to awakening, as well as the ability of the person sensing for it and how closely they are looking. A dormant Flame is difficult but not impossible to see, but usually someone has to be actively looking for it and actually be decently good at detecting that kind of thing. Seers can circumvent this to some degree by predicting the awakening, not looking for the dormant flame.
